Why must the renaissance of exceptionalism first transform the governance of a small city like West Covina? Because people and their leaders of a country like the United States of America need to see first the rebirth of the country’s exceptionalism in a small city like West Covina. Then its local renaissance can be the template for state and later the federal governments.
The idea of the United States of America’s exceptionalism has become — especially to the youth and young voters — an anguish of stolen dreams. The U.S.A. is currently on the verge of losing its leadership of the Free World. It is slowly becoming the leader of the Third World. How? Its national policy- and decision-makers are currently emulating the corruption, the violation of human rights, and the acts of illegality and immorality of the leaders of its former colony, the Philippines.
Some writers argue that America’s history, political system, and foundational ideals of liberty have been forgotten by many of the current state and national leaders. The U.S.A. appears to have ceased as the moral leader with a special role in the world. Now, more critics view it as a failure due to the egocentric or flawed justification for many of the leaders’ lust for power and fortune that are obtained by violating the supreme law of the land, which is the U.S. Constitution.
This writer coined in 2007 the “ReVOTElution of H.O.P.E.” But many dismissed the concept as unrealistic. It was an idea to start the turning of a locality or even a state or country from the 21st century to the 22nd century in just 25 years, Yes, with five phases of five years each period.
“H.O.P.E.’ is the acronym of “Helping Online People’s Empowerment.” While “ReVOTElution” is achieving evolutionary changes for the better by a peaceful-and-orderly practice of suffrage.
To bring about even a semblance of “Transformative Governance”, the city’s voters, especially the youthful ones, must lobby for instance the California’s Fair Political Practices Commission and the Office of the State Attorney General. Both entities must decide before the November 3, 2026, election whether the accusations against a current member of the City Council of West Covina have basis in fact and in law. There are supposedly civil and criminal offenses that are being investigated against said councilmember — as reported on Facebook and in the San Gabriel Valley Tribune.
“Transformative governance has been defined in numerous references as a systems-level approach that aims to fundamentally alter the structures, rules, and power dynamics of a society or organization or even a government. Rather than just managing current problems, it seeks to trigger deep systemic shifts toward long-term sustainability, equity, and resilience. There is the need for a systemic change that focuses on rewriting the underlying rules of a system rather than applying temporary fixes.”
