Impeachment – 16 or 7 – A fait accompli – Tyranny of the Minority

Senators Camille and Mark Villar – There were reports in 2019 that Duterte publicly floated Villar/PrimeWater as a potential player in the broader water sector, which helped fuel later scrutiny of the company’s political ties. In 2025, the Marcos administration began investigating PrimeWater’s service problems and its numerous joint venture agreements with local water districts.

Senator Robin Padilla’s alliance with FPRRD looks quite solid politically, but not necessarily permanent in an institutional sense. The evidence points to a deep, public, and repeated alignment with Rodrigo Duterte’s camp: Padilla is PDP-Laban president, the party website lists Rodrigo Duterte as chairman and Padilla as one of its incumbent Duterte-aligned senators, and Padilla has repeatedly said he remains firmly with Duterte’s bloc.

Senator Rodante Marcoleta appears to be politically aligned with VP Sara Duterte, but mostly in a loose, tactical sense rather than as a formally declared alliance. Recent reporting and commentary have floated him as a possible running mate or ally in Duterte’s political circle. At the same time, Marcoleta has publicly downplayed those speculations, suggesting the relationship is more about shared bloc politics than a fixed ticket.

Senator Bong Go’s public image and political base are closely tied to Rodrigo Duterte, and Duterte even endorsed him in his 2021 vice-presidential bid. At the same time, current reporting and commentary on 2025–2026 point to a possible but uncertain Sara Duterte–Bong Go alignment for 2028, with speculation that Go could either join Sara or remain in the Duterte family’s orbit, depending on internal family politics.

Alan Peter Cayetano has had a much clearer alignment with Duterte than Pia Cayetano, but neither should be described as a permanent Duterte loyalist in the strict sense. Alan Peter was Duterte’s vice-presidential running mate in 2016 and later served as foreign affairs secretary under the Duterte administration, which places him firmly in Duterte’s political orbit. Pia Cayetano, by contrast, has shown a more cautious and less overtly aligned posture; she was criticized for her silence on some Duterte controversies and later participated in Senate scrutiny of Duterte’s drug war, which suggests a more pragmatic, institution-centered stance.
